This page summarizes developments in the application, approval, and planning process of the proposed Algonquin Power/Windlectric wind turbine project for Amherst Island. For information prior to 2016, please follow the link at the bottom of the page.

September 2017


September 21: Algonquin Power provided answers to questions posed by the APAI in two letters dated August 11 and August 21, 2017.
September 20: Algonquin Power has provided answers to the questions that were provided by means of open microphone at the Public Information Session on September 6.
September 20: Algonquin Power has provided answers to the questions that were provided via email and by means of question cards at the Public Information Session on September 6. Please note: property addresses mentioned specifically in the question cards and emails have been redacted by Loyalist Township staff throughout this document.
September 20: Algonquin Power has provided information to Loyalist Township with respect to their communications with Tri-Board Transportation regarding bussing on Amherst Island. Please note: cell phone numbers, personal phone numbers, and email addresses have been redacted by Loyalist Township staff throughout this document. (Sept 22: At the request of Limestone District School Board, some additional information regarding scheduling was removed by Loyalist Township staff as well.)
September 18: Loyalist Township provided additional comments to Algonquin Power with respect to the Pre-construction Study Version 5.
September 15: Loyalist Township issued fill permits to Algonquin Power as follows: September 15: Loyalist Township issued comments to Algonquin Power on the following fill permit applications: September 14: Loyalist Township provided preliminary comments to Algonquin Power with respect to the geotechnical borehole investigation report dated August 29, 2017.
September 13: Loyalist Township has issued the following fill permits to Algonquin Power.
September 11: This afternoon Algonquin Power has provided additional updates to sections of the Pre-construction Study.
September 11: Algonquin Power has updated several sections of the Pre-construction Study. Other schedules not referenced remain unchanged since their last submitted version. September 8: National Bank has advised of a change of their address with respect to Windlectric Inc. requests for payment.
September 8: Algonquin Power has a submitted Road Allowance Surveying Tracking Report, as well as several new documents as insertions into the Pre-construction Study V5.

September 6: Section D of the Pre-construction Study, Pre-construction Preparatory Work, contains a series of drawings beginning with the designation "MR". Algonquin Power has provided the August 29th version of these drawings to Loyalist Township bearing the stamp and signature of the professional engineers who have worked on the respective drawings. August 2017

August 31: On August 24 & 25, Loyalist Township provided comments to Algonquin Power with respect to fill permit applications they have submitted.
August 30: A revised draft Pre-construction Study was received from Algonquin Power. Version 5 of this study is posted herewith in its entirety.
August 24: Notice from Cambium Inc. of a Water Taking Activity
August 23: Letter from Loyalist Township to Algonquin Power, with final comments on the Pre-construction Study - July 21 submission and preliminary comments on the Pre-construction Study - August 17 submission
August 18: As outlined in the attached letter from Algonquin Power to Loyalist Township, Windlectric discovered errors in the drawings submitted on August 17 for South Shore Road and Intersections.

Ontario Municipal Board Decision - Dismissal of Appeal by Bruce Caughey regarding Proposed Official Plan Amendment No. 31
August 29:
Costs incurred by Loyalist Township in regard to the above appeal to the Ontario Municipal Board
August 3: The appeal of this project, filed in 2015 by the Association to Protect Amherst Island, was heard before the Environmental Review Tribunal (ERT) over a period of twenty-five days between December 4, 2015 and June 7, 2016. On August 3, 2016, the appeal was dismissed. The attached decision was delivered by Justin Duncan (ERT member) and Robert V. Wright (ERT vice-chair).
