The Director of Finance is the chief financial officer of the Municipality and responsible for the Township's financial management, and the administration of the Finance Department. The Municipal Act, 2001, S.O., 2001, indicates in Section 286 "that Council shall appoint a Treasurer". Township Council appoints the Director of Finance to the statutory position of Treasurer by By-law. The Municipal Act, 2001 specifies that any reference to a Tax Collector shall be deemed to be a reference to the Treasurer of the Municipality. The statutory responsibilities of the Treasurer are:
1. Collecting money payable to the municipality and issuing receipts for those payments.
2. Depositing all money received on behalf of the municipality in a financial institution designated by the municipality.
3. Paying all debts of the municipality and other expenditures authorized by the municipality.
4. Maintaining accurate records and accounts of the financial affairs of the municipality.
5. Providing the Council with such information with respect to the financial affairs of the municipality as it requires or requests.
6. Ensuring investments of the municipality are made in compliance with regulations.
